In the US… “Federal law prohibits the operation, marketing, or sale of any type of jamming equipment that interferes with authorized radio communications, including cellular and Personal Communication Services (PCS), police radar, and Global Positioning Systems (GPS).”
Does paint count as equipment? I don’t think there’s been a court case yet. You’d think it would be legal under privacy and property ownership law because the “jamming” doesn’t bleed onto other people’s property. But who knows with the mess of a government we have.
Is shielding paint illegal?

If you check the law in question, I imagine it will have a specific definition of jamming as an active transmission, not a passive physical barrier.
