This is insanity.
If the mother was going to court for a check in it seems like she was following the legal process.
I know there are often times when things like clerical errors could lead to ordered deported by mistake, but even then it was rare for people to be sent right away. Usually people could contact a lawyer and request a stay of removal while they challenge the issue.

You* were asking if this was business as usual before Trump.
Before Trump it was standard for someone doing a check in to be able to contact their lawyer if they were flagged for deportation.
