Of course the options are NHS Policing or mental health. All things tories have screwed. So using teens as slave labour to look like they are fixing their own screw ups. Would be a fair description.
They said on Radio 4 this morning that it wasn’t ¯\_(ツ)_/¯ unless I misunderstood
