If they’re anything like my local council, evidence is irrelevant. They’ll say “we sent someone out to check and there was nothing there. No infringement notice has been issued.”

Paper trails usually add up. They start seeing 100s of these complaints show up they usually have to do something, because by that point the news starts to get involved.
If anything, they’ll forward the complaints to the police and let them “handle it”. You have too much faith in the government
