I think the solution is that everyone deserves privacy no matter their gender and all change rooms should have private stalls to change in rather than a room where some people will feel uncomfortable with who they are seeing or who is seeing them.
I think this is more of a cultural thing. When I went to a public pool in Iceland we were literally required to shower fully naked (there were no stalls), and some guy actually came to tell us to strip when we tried to ignore the signs lol. I believe it’s the same in Japanese onsens, they even bathe naked there. I think kids will survive changing their shirt and pants in front of others…
You’re not allowed to wear swimsuits in a sauna, as we don’t want the chlorine and waste and whatnot from the pool into the sauna. Also ofc you have to shower before going to the sauna when coming from a pool.
But for mixed public saunas, like a sauna at a beach or something, it’d be different and neither rule applies and you can just run to the lake and back no wörries.
Although if you’re in a mixed sauna just with friends it’s usually either all naked or men naked and women in a towel.
Although there are also a spa in my city with a mixed steam sauna with two entrances, so from there’s a door into it from both the mens and women’s side. Just one of those ropes like in a theater line in the center of the sauna denoting the line you shouldn’t cross. Can’t really see anything in there so it’s fine.
Once I was in a rave at that spa though and being in the sauna, oh man, the amount of petting I could hear was wild. That’s not normal for Finland though, we were just all heavily high on ecstasy and various other stimulants.
There’s quite a few areas of the U.S. where they are NIMBY Prudes. They say they want to free the nipple, support women and trans rights but the moment a nude beach is going to open next to their kids park or a locker room removes privacy barriers due to overcrowding they are up in arms to stop any progress.
Been watching some old favorite movies from the 90s recently and a lot of the ones in “the futute” show men and women in the same locker rooms/showers. Like it was so shocking to think of, it could only happen in a movie about the far off future of 2002.

Private changing stalls are already common, and in the worst case toilet and shower stalls can be used, but they should not be mandatory for anyone, cis or trans.

Private change stall would completely solve all of the problems that are being discussed here though. Some people don’t feel comfortable being naked around some other people and some people don’t feel comfortable seeing other people naked. Not me, but obviously this is a real thing that affects many people.
