What risk? Worst outcome, Russia stops the war, leaves Ukraine, delivers Putin to the Hague, gets a democratically elected government and re-enters civilized society AND THAN we have to pay them back. We can be pessimistic, in which case that will never happen. Or optimistic, in which case: if we could get all this by just giving Russia back its money, I’d be the first to say pay them!
