Like say a kalimba? I’d like to be able to take either sheet music or simply play a keyboard on the screen as input and it could record what i input or produce the output from sheet music
Music Scanner is the only I’m aware of and it does basically everything (except the on screen keyboard part) but doesnt have more eclectic instruments for playback which I need more flexibillity with :(
There are programs that will play midi files with arbitrary instruments, if you don’t find an all-in-one solution.
Sounds like you might want a DAW (Digital Audio Workstation).
These are a little “heavy duty” for what you want and you will need one that support sheet music style notation but I think you should check out Reaper.

I’d also recommend Ableton, my DAW of choice, as it comes with several built-in MIDI instruments and powerful stock audio effect plug-ins.
Musescore might be able to do what you need? I believe it has on-screen keyboard as an option for note input, and the last reply in this thread has info for importing PDFs of sheet music.
