Visibly frustrated and divided, the Oakland City Council on Tuesday approved a nearly $1 million fine against the couple, one of the largest fines in city history.
(Property owner) Bernard previously told the Chronicle that he paid $175,000 in cash for the 12,000-square-foot property in 2019, and estimates that it is worth close to $250,000 now.
