Trump is more accurately called “the shoe that hadn’t dropped”; “the dog that hasn’t barked” is a clumsier, less apt metaphor.
I thought the dog that hasn’t barked meant Trump is the one who keeps his mouth shut. Like the mob one about singing or whatever, where the emphasis is on whether the person ratted them out.
