The biggest barriers upon signing up: (local) phone number verification required, (local) banking information & (local) residential address (also serves as a billing address), but both expats and citizens are eligible to sign up as they have those perquisites while travelers are just “temporary visitors” (since their PayPal account is tied to where they’re really from since their banking & billing information is associated with their real residence).
Even if they’re there under a tourist visa, that isn’t enough as it requires long term residence or citizenship to sign up, i.e. local passport or permanent residency (valid residential address for billing information) alongside a bank account in that region as they may demand evidence of residency for verification (they need to be certain the account holder is indeed living there) such as rental agreements or utility bill with residential address.
I mean, you answered it yourself in your second paragraph.
I also fail to see why you would need another account if you’re abroad as a tourist
