              The point is that you’re unable to buy, but you’re not punished for buying. Instead, the seller is punished for selling

              It stops the law from punching down on the addicts being taken advantage of (mostly)

                And if you are caught with it you get charged for distribution. If you can’t buy it, where did you get it?

                  You need to be caught with enough that you cannot feasibly use yourself. Having two or three vapes is not enough to be prosecuted. The fact that the individual sells needs to be proven beyond a reasonable doubt
